If CIC favors Public Information Officers? Is RTI Act really effective?

If  CIC favors Public Information Officers (PIO)? Is RTI Act really effective?   Congress alwayz claim gifting of RTI Act to Indian citizens. The Act has been enacted constitutionally.  However, 1.The political parties themselves are not respecting the Act. 2. Attending hearing at CIC (Central Information Commission) is of not much use as many important points are being missed in a hearing of 4-5 minutes. They alwayz try to wind up the hearing in some 5-10 minutes. In fact it seems the Right to Information Act ( सूचना का अधिकार अधिनियम ) to be proactive to the Public Authorities. I am unable to guess why? 3. I have been raising appeals before CIC against Delhi Police, Delhi State Legal Services Authority (DSLSA), Department of Post (DoP) for the past more than two years.   4. Why the political parties should not be debarred to contest the elections if the parties refuse to comply with CIC verdict dtd. 3rd June 2013? One of our partner "Prakash India" has send a mail to CIC and Election Commission regarding "political parties' under the ambit of RTI Act 2005. The copy of the mail is reproduced below: "Central Information Commission (CIC) after much hesitation had issued show cause notice to six national political parties on 07.02.2014   giving them four weeks time to reply for their not complying with CIC-verdict dated 03.06.2013. But none of the six political parties appear to have responded to show-cause notice issued by CIC in stipulated four weeks ended on   07.03.2014 .   It is total disrespect to an institution (CIC) set up by a legislation passed by the Parliament.  To save honour of the institution and also to get citizenry justice in their right for information, CIC should immediately fix an urgent hearing at the earl...

  Can CIC be biased? Is it possible? I have been raising a RTI since last more than two years against Delhi Police. Delhi Police have been supplying false information and some of the crucial information which could have substantiated the claims of a possible nexus, have been suppressed by Delhi Police. There was a hearing before CIC (Chief Information Commission) wherein I could beyond reasonable doubt prove that Delhi Police is supplying false information and have been suppressing information of crucial nature. I concluded my view point with a request to direct Delhi Police to state the facts on an affidavit. Delhi Police refused to supply the statement of information on Affidavit.  Surprisingly the CIC order does not specify such request made by me as an Appellant. What could be the reason of suppression of such statements of the Appellant by CIC. Could it be possible CIC being biased. I do not believe but it is also a fact that it is a real based factual statement...

CIC directed TRAI to evolve clear and categorical guidelines on auto renewal of VAS in next three months. Telecom Subscribers have been facing problems with activation of value added services (VAS) without seeking explicit consent of the subscribers. Activation of value added services without seeking explicit consent of the subscribers. Activation of any value added service (VAS) without seeking explicit consent is against the subscribers and is prohibited by TRAI regulations. To add to the problems of subscribes, the companies are putting these value added services on “Auto-Renewal Mode”. The subscribers are compelled to get them de-activated in case the subscribes are not interested in such VAS. This is against the principle of ethical business practices and TRAI is not showing its inclination to step in to put a stop on such unethical business practices. Mr. S.K.
